If ARM had a BIOS equal, as x86 does on PC, could the Android updates situation be improved? : Android

From the many posts I’ve seen about “Why is Android so terrible at updates?”, the two key takeaways I’ve gotten are that it’s because:

  1. Linux would not have a secure driver API, and since its at all times altering, this may break drivers and OEMs merely do not wanna spend the assets on supporting these drivers (I am on Linus’s aspect of the argument, however it appears most unlikely OEMs like Qualcomm would ever open supply their drivers)

  2. This situation is made worse by the incontrovertible fact that ARM has no driver interface, like a BIOS, and lacks options such as Plug and Play

So, assuming the open sourcing of drivers on the OEM’s half is “infeasible”, if ARM got here up with a correct BIOS-like interface, could the subject be mounted? At least partially?

If so, could Google strain ARM and OEMs arduous sufficient to create a common interface like this?
