Desperate for extra hospital beds to deal with a surge of coronavirus sufferers, New York Gov. Andrew Cuomo has understandably requested President Trump to process the U.S. Army Corps of Engineers to transform conference facilities and empty faculty dorm rooms into makeshift wards. The virus wasn’t predictable. But it’s value declaring that the state’s hospital mattress scarcity is partly because of years of Medicaid mismanagement.
Twenty some hospitals have closed in New York City alone over the past twenty years, most situated in low-earnings communities….
